Preferred But Not Required
All preferred qualifications are optional and are not minimum requirements for the position.
These preferred skills do not increase the complexity of the offered position and do not elevate the wage level.
Wage Level Justification
This posting is classified using the worksheet method from the DOL's 2009 Prevailing Wage Determination Policy Guidance (see Wage Level Determination). Baseline occupation: Management Analysts (O*NET-SOC 13-1111.00), Job Zone 4 — experience range over 2 years up to and including 4 years; usual education: Bachelor's degree.
Compared with the Level I posting, the only added minimum requirement is Mandarin-English bilingual communication. Under Step 4, a language requirement other than English is generally treated as a special skill for all occupations — the guidance's own example scores a customer service position requiring Chinese-English bilingual skills at +1.
| Worksheet step | Level I posting | This posting | Points |
|---|---|---|---|
| Step 2 Experience | No prior professional experience required | No prior professional experience required | +0 |
| Step 3 Education | Bachelor's degree | Bachelor's degree | +0 |
| Step 4 Special Skills | Mandarin preferred only | Mandarin and English required as a minimum qualification — foreign-language special skill | +1 |

Starting at Level I (1) + 1 point = Level II.
